its seems that my ig likes to hang out befind my tv or up in my closet ratherthan under his heat lamp. I swear sometimes i come home and he's behind the tv, i know it cant be more than like 78 degrees back there but he will chose it over his nice warm area that is half a foot away. his color will be a gold yellow green but when i put him in the warmth he goes to a healthy green.

He may feel more comfortable there...a place to hide. This is one reason enclosures are good to have and use. There are not many places the ig can go to hide from the needed heat and UVB.
Many igs, especially when they're still young, need a place they can "escape" to...even if it's nothing more than a box to hide in...or fake foliage to hide behind.
Maybe if you provide something to give him a sense of security while he's out will help. Put some fake foliage up in front of his basking area where you can still see him, but he gets the sense of security at the same time.
Igs do not always sty under the heat either. When their internal...or core... temp reaches the proper temperature...they will move.
Do you provide the UVB there also? You say basking light, but is that heat, UVB, or both?

I agree You need to provide something that allows the ig to be under the uv and heat while still being out of your sight. Many times reptiles will choose security over what they really need. It can be something as simple as a screen of fake leaves. Just something so that he thinks you can't see him.
