The first step you did is correct -- get rid of that heat rock. Go cut the cord off the rock as it will be useful but the "rock" itself is not. Any traditional light bases you use should/must be ceramic for heat reasons -- I then used the hotrock cord to wire one of mine.
Hate to be the one to point this out but the basking lamp was a waste of money -- make up a story, take it back, and see if you can get your money back. You need a tube, like a reptisun 5.0, that puts out UVB, make sure that it says that right on the box. These have to be purchased at a pet store or online pet supply house.
Now for the black light, it is, in a word, useless for an animal -- great for parties but not for a pet. Toss it to a college student.
For immediate heating needs a standard tinted flood bulb will work -- I have used blue, red, and green. Power you need depends on temp of the room, size of cage, distance from light to lizard. Don't buy this at a pet store, you will be gouged, stop by a hardware store or the like.
When you buy a new bulb get three thermometers. Place one at the basking spot, one in a lower corner of the cage, and one somewhere in the middle but where the lizard can be. You need to watch these carefully as you change your lighting and heating. Igs need a gradient from the low to mid 90s F to the mid 70s F.
There are many threads here that address these topics in more detail, I highly encourage you to read them.
Post an intro, we can help you a lot more when we have more info -- size of habitat, size of lizard, diet, names, etc.

Mark pretty much summed it up! You have a lot of research to do fast! There is a lot to learn if you are going to keep an iguana healthy. What are you feeding him?
