OK I have been told that child safe paint is ok for iguanas but isnt all paint child safe? I am confused, the only paint that has that clearly labled is a small bottle and this is a BIG cage! ;D

If I were to use paint (I wouldn't), I'd use a "washable" gloss paint over a quality primer to avoid any possible peeling. After painting, think of what you would do to protect a human from fumes, then multiply the precautions by 10. Ensure it is totally dry and totally fume-free by thorough ventilation before placing the iguana inside.

EricJ pretty much nailed it. I have liked to use kitchen/bath or paint for high traffic areas which is easy to wash hand prints off of over something like Kilz or 1-2-3.
Wait about a week after it feels dry to let it fully set.
Keep it latex for ease of use/clean up. Don't wory much about finish (flat, gloss, semi-gloss, egg-shell) however a couple tests over on teh UV meter board show that flat paint reflects the most UV back into the cage.

As you can tell, I don't know much about paint. The flat paint reflecting UV is a really interesting bit of information; What other surfaces have you checked for UV reflection/absorption?

Just something to add. Use your nose with the paint. If you can still smell it, its not fully cured yet. Curing times depend on not only time...but temperature, humidity, and many other factors. If you use a "garage floor paint" like I did on the floor of my igs' cage to begin with...beware of one-part paint solutions, they DO NOT WORK. That is, IF, you're planning on painting the floor. If not, the above suggestions will work fine. ;D
