Hi, In the summer I am going to build a outdoor cage, but I am wondering, could I build a greenhouse and get the same effect, only permanent?

Yes if you make sure that the glass used in it doesn't filter out UVB. Another thing you have to worry about is heating and cooling. An exclosed glasshouse gets VERY hot in the summer. Both heating and cooling it can get quite expensive.

So a regular outdoor cage would accomplish the same thing but for only the 3 months of summer?

A green house would certinally work but rather than using glass tend toward mesh -- many greenhouses are wide open in the summer. If making it perminant remember you want something that can be used for general use so you can pull value out of it when you sell, I am thinking like a screened in gazebo or patio but rather than normal screen use a heavier mesh.

You can't have entirely glass as it will cook the ig on sunny summer days. As long as the cage does what you want it to (keep the ig contained without itself being a hazard to the lizard) there are no wrong ways to do this.
